List of International Practitioner Networks

The following tables present international networks and associations of practitioners belonging to the Disaster Management Community (DMOs)

Having in mind the different types of large-scale incidents a sub-division of the practitioners networks in those from Police, Fire brigade, Emergency medical services, various types of technical rescue, NGOs involved in disaster management is considered helpful for reaching out to them in the different incidents.

Fire & Rescue Services

The following table provides a list of international associations bringing together experts from fire services. They all have their specific aims and agendas ranging from managerial issues to education and training. Amongst them one can find back all ranks and roles which are building one of the main working forces for the protection of people in case of disasters.

FEU The Federation of European fire officers is the independent professional body of 24 European fire officer associations or state fire services (including UK and Norway) whose members are senior professionals that have responsibility for strategic management of the Fire and Rescue Services in their respective countries at municipal, county, regional or state level.

The mission of FEU is to share and exchange knowledge to deliver the best life and fire safety to the citizens in Europe

CTIF The Mission of International Association of Fire & Rescue Services (CTIF) is to work to better understand, and continuously improve, the working conditions for firefighters through ongoing dialogue, analysis and sharing of Lessons Learned from incidents, accidents and fires throughout the world. CTIF ensures the exchange of experience and knowledge in the field of protection and rescue in case of fire or other disasters. CTIF publishes scientific research, articles and reports. We also organise various commissions, working groups, events and seminars. website

EFSA The European Fire Safety Alliance is an independent alliance of fire professionals and exists to reduce the risk from fire

The European Commission Disaster Risk Management Knowledge Centre integrates existing scientific multi-disciplinary knowledge and co-develops innovative solutions for existing needs. Activities of the EC DRMKC support the translation of complex scientific data and analyses into usable information and provides science-based advice for DRM policies.

JOIFF International Organisation for Industrial Emergency Services Management is a not-for-profit organisation dedicated to developing the knowledge, skills, understanding and competence of Emergency Services Management, primarily in High Hazard Industry, by working to improve standards of safety and of the working environment in those sectors in which its members operate. JOIFF’s prime activity is Shared Learning to drive inherent safety, continuous risk reduction and safe management of residual risk in Industry.

JOIFF deals with Fire Hazard Management. While the emphasis in fire hazard management is on prevention, protection and preparation of risk based scenarios, JOIFF members are also the first call officers / incident controllers at emergency incidents

EFA The European Fire Academy (EΦA) is a high level network for all those interested in fire prevention, rescue services and civil defence in Europe. We are committed to delivering best practice models in the field of Fire Prevention in Europe. EΦA is committed to our target group without any political or commercial allegiances. Within our network we bring together senior fire professionals and burns victims representatives from cities all over Europe website
EFSCA European Fire Service Colleges' Association groups all National fire-fighter training centres of the 27 countries of the European Community and the 4 countries of the European Trade Association. The principal aims of the Association are as follows :

1. To provide a forum for formal working relationships among the representatives of Member States of European Union, who have the authority to present the views and opinions of their colleges at national level. 2. To inform and make information available to the participating States and the European Union in matters concerning education and vocational training (with associated skills, knowledge and understanding), so as to more effectively meet the training and career development needs of personnel engaged in European Services and fire-related safety organisations. 3. To promote and assist research and development.

EFFIS The EFFIS network is made up of experts on forest fires from countries and international organizations (e.g. FAO, UNECE). Its main role is to provide advise for the implementation and further development of EFFIS and recommendations for improved forest fire prevention in the European and Mediterranean regions. The networks is officially referred to as the Expert Group on Forest Fires (EGFF). All the EFFIS activities of JRC are coordinated with the European Commission Directorate General for Environment (DG ENV) to reach the final users, that is, the Civil Protection and Forest Services in the countries monitored by EFFIS. website

Police

Network Description More information
CEPOL CEPOL (College Europeen de Police) is an agency of the European Union dedicated to develop, implement and coordinate training for law enforcement officials. CEPOL brings together a network of training institutes for law enforcement officials in EU Member States and supports them in providing frontline training on security priorities, law enforcement cooperation and information exchange. CEPOL also works with EU bodies, international organisations, and third countries to ensure that the most serious security threats are tackled with a collective response.

CEPOL’s current portfolio encompasses residential activities, online learning (i.e. webinars, online modules, online courses, etc.), exchange programmes, common curricula, research and science.

EPU The European Police Union is a non-profit police union dedicated to the promotion of inner security within the European Union. It wishes to advance the social, professional, economic, cultural and sanitary concerns of all employees operating in the field of internal security.

European Police Union (EPU) is member of Eurofedop (http://www.eurofedop.org) and an overarching police union in which police trade unions from all over Europe cooperate. Together, the member organisations of EPU represent more than 500,000 police collaborators in Europe. Membership to the European Police Union is open for individuals and legal entities, especially for police unions and professional police associations as well as for partnerships with legal capacity wishing to promote internal security in Europe

INTERPOL The International Criminal Police Organization is an inter-governmental organization with 195 member countries. The General Secretariat provides a range of expertise and services to member countries. INTERPOL manages 19 police databases with information on crimes and criminals (from names and fingerprints to stolen passports), accessible in real-time to countries.

INTERPOL offers investigative support such as forensics, analysis, and assistance in locating fugitives around the world. This expertise supports national efforts in combating crimes across three global areas which are considered the most pressing today; terrorism, cybercrime and organized crime.

NeBeDeAgPol NeBeDeAgPol is a working group of police authority directors in the Euregio Meuse-Rhine. It was founded more than 50 years ago and is a police initiative to collaborate on a trilateral level in the Euregio Meuse-Rhine. website

The International Life Saving Federation of Europe (ILSE) is the European branch of ILS. ILSE is an umbrella organisation, representing federations working in the field of Water Safety in Europe. Our members are representing more than 5 million Lifesavers and Lifeguards all over Europe. website

IMRF The International Maritime Rescue Federation (IMRF) is the international non-governmental organisation (NGO) working to develop and improve maritime search and rescue (SAR) capacity around the world, improving maritime SAR capability worldwide.

The IMRF brings together the world's maritime SAR organisations and has both voluntary and governmental organisations as members. As well as capacity building, the IMRF also has an advocacy role, providing an international voice for its members. It is the only maritime SAR NGO with consultative status at the United Nations’ International Maritime Organization (IMO)

DPPI SEE The Stability Pact for South Eastern Europe launched the “Disaster Preparedness and Prevention Initiative” (DPPI SEE) in an effort to contribute to the development of a cohesive regional strategy for disaster preparedness and prevention for its 10 member States (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Romania, Serbia, Slovenia and Turkey). It has been conceived as an activity that seeks to provide a framework for South Eastern European nations to develop programs and projects leading to strengthened capabilities in preventing and responding to natural and man-made disasters. website

EENA, the European Emergency Number Association, is a non-governmental organisation with the mission to contribute to improving the safety and security of the people.

Part of EENA's community is the Emergency Services Staff Network (ESSN) which is an international network gathering emergency services and public authorities staff directly or indirectly involved with emergency calls handling world-wide.

Healthcare

Network Description More information
ICRC The work of the INTERNATIONAL COMMITTEE OF THE RED CROSS is based on the Geneva Conventions of 1949, their Additional Protocols, its Statutes – and those of the International Red Cross and Red Crescent Movement – and the resolutions of the International Conferences of the Red Cross and Red Crescent. The ICRC is an independent, neutral organization ensuring humanitarian protection and assistance for victims of armed conflict and other situations of violence. It takes action in response to emergencies and at the same time promotes respect for international humanitarian law and its implementation in national law.

The International Red Cross and Red Crescent Movement is a global humanitarian network of 80 million people that helps those facing disaster, conflict and health and social problems. It consists of the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies and the 192 National Red Cross and Red Crescent Societies.
